Riksidrottsförbundet – A Strategy Towards 2035 Built on Broad Participation

How Riksidrottsförbundet and SISU Sports Educators (RF-SISU) used Vocean to gather ideas, prioritize choices together, and anchor the strategy throughout the entire sports movement – from national level to districts and federations. In 2023, RF-SISU was tasked with driving a broad strategy process together with its members. The work would result in new strategic plans for the National Sports Meeting 2025 – and the path there needed to be inclusive, transparent, and efficient.

About Riksidrottsförbundet

Riksidrottsförbundet brings together the Swedish sports movement with over three million members and works together with SISU Sports Educators. The strategy "Swedish Sports 2035" is based on the movement's vision, values, and mission, and concretizes goals, starting points, and enablers to achieve the vision.

The Challenge

Create an open strategy process with anchoring throughout the entire movement. Collect large amounts of qualitative input from their 72 specialized sports federations (SF) and 19 districts, and provide feedback in a way that creates engagement. Reduce the time previously spent on manual compilation and free up time for analysis and dialogue – while maintaining high quality and resource efficiency.

The Solution

RF-SISU's strategy work was divided into six phases. They had already completed an environmental analysis and current state assessment in phase one and chose Vocean as digital support for the remaining phases, where the starting point was to jointly set the direction based on the work that had been done. The work was conducted in cycles with physical central meeting places and internal discussions in member federations between meetings:

  • MMeeting places for the entire movement: Specialized federations and districts participated regularly and contributed with input and priorities linked to identified trends and goal areas.
  • Homework via participant links: Participants took questions home to boards and staff for broader anchoring.
  • Prioritizations + open responses in the same flow: Vocean was used to both collect free text and allow participants to rank trends and overall goals, which provided valuable data with clear signals.

Results & Impact

Broad participation in multiple waves

Participants could contribute both on-site and between meetings, which increased the quality of the foundation.

Faster from data to insight

Shared prioritizations directly in the platform and AI support reduced manual administration. This gave the project group more time for analysis and proposals.

Strategy proposition

In the sixth phase, all input from specialized sports federations and member organizations was compiled to develop a proposition.

Clear direction towards decision

The new strategies were adopted at the National Sports Meeting on May 23-25, 2025 in Gothenburg.

Reusable working method

Vocean was established as a tool in the toolbox, not just for a 'once every ten years' work but also for ongoing collaboration with members.
